A recent Department of Justice Report (US Department of Justice) said that alcohol was a factor in 40% of all violent crimes and accounted for 40.9% of all traffic fatalities in the USA in the last decade. But these figures were 34% and 29%, respectively, lower than those of the previous decade. The Report further stated that arrests conducted for driving under the influence of alcohol correspondingly declined and attributed this to the establishment of the legal and uniform drinking age in the early 1980s. This paper is a detailed history and a predicted future of California's energy crisis. California's partially deregulated electric power industry has problems. Originally intended to reduce retail prices of electricity and improve the reliability of its delivery, the steps taken in California seem to have failed to meet both of these objectives. San Diego consumers' electricity bills soared beginning last summer as the rate freeze instituted as part of the state's deregulation plan came to an end for San Diego Gas and Electric Company (SDG&E) customers. Further north, rolling blackouts in California have left many businesses and homes without power for short periods, due to a shortage of power.

This paper is on world trade with dependency among nations. Since 1954, the volume of world merchandise trade has increased 6 percent annually with its total worth standing at over $5 trillion. More than 35,000 transnational corporations, controlling 150 million jobs and circulating almost $1.5 trillion of electronic currency every day, form the backbone of the global trading system and operate under the direction of the World Trade Organization (WTO), an organization formed in 1995 as a result of a negotiated treaty among 126 governments. The WTO is expected to provide the principal contractual obligations determining how governments frame and implement domestic trade legislation and regulations by providing predictable and growing access to markets, promoting fair competition, and encouraging development and economic reform. More importantly, it is expected to steer world trade in a manner conducive to the economic growth of both developed and developing countries.

403 Thomas Hardy and Landscape in Poems.
This paper discusses the importance of landscape in poetry. Thomas Hardy was one poet who used landscape particularly effectively, but not "landscape" in the sense of rolling hills and mountains, but more the landscape of society within the Victorian period during which he lived. Hardy's poetry explores a fatalist outlook against the dark, rugged landscape of his Dorsetshire, England home. Hardy's use of landscape if demonstrated in the two poems, which I will analyze in the following, pages, "The Convergence of the Twain" and "The Ruined Maid".
